Congress, Obama playing with dynamite, CEOs say of "fiscal cliff"

BOSTON (Reuters) - Corporate America is raising the volume of its plea that the U.S. government avert a year-end "fiscal cliff" that could send the nation back into recession, but chief executives aren't pushing the panic button just yet.

With a heated election season in the rear-view mirror, executives are calling on the White House and congressional leaders to head off a self-imposed deadline that could bring $600 billion in spending cuts and higher taxes early in 2013 if they are unable to reach a deal on cutting the federal budget deficit.

The Business Roundtable on Tuesday kicked off a print, radio and online ad campaign on which it plans to spend hundreds of thousands of dollars featuring the chiefs of Honeywell International Inc , Xerox Corp and United Parcel Service Inc calling on lawmakers to resolve the issue.

One of the more dramatic warnings of the consequences of allowing the U.S. economy to go over the fiscal cliff came from Honeywell CEO David Cote.

"If the last debt ceiling discussion was playing with fire, this time they're playing with nitroglycerin," Cote said in an interview. "If they go off the cliff, I think it would spark a recession that's a lot bigger than economists think. Some think it would just be a small fire. I think it could turn into a conflagration."

The nonpartisan Congressional Budget Office estimates that the U.S. economy would contract 0.5 percent in 2013 if the government fails to stop the budget cuts and tax increases - far below the 2 percent growth economists currently forecast.

A failure in Washington to solve the crisis by the year's end could prompt major companies to curtail investment plans, said Duncan Niederauer, CEO of NYSE Euronext , operator of the New York Stock Exchange.

"We simply won't be investing in the United States. We will be investing elsewhere where we have more certainty of the outcome," Niederauer said in an interview.

About a dozen top U.S. CEOs, including General Electric Co's Jeff Immelt, Aetna Inc's Mark Bertolini, American Express Co's Ken Chenault and Dow Chemical Co's Andrew Liveris are scheduled to meet with President Barack Obama on Wednesday to discuss the issue.

The four are members of "Fix the Debt," an ad-hoc lobbying organization that this week launched an advertising campaign that advocates long-term debt reduction.

UNCERTAINTY FACTOR

Bank of America Corp CEO Brian Moynihan said on Tuesday that worries about the cliff have companies holding off on spending.

"That uncertainty continues to hold back the recovery," Moynihan said, speaking at an investor conference in New York.

Sandy Cutler, CEO of manufacturer Eaton Corp , shared his concern.

"Until we solve the fiscal issues (in the United States and Europe), you're not going to get back to normal GDP growth," Cutler told investors on Tuesday.

CEOs are not alone in this worry. The CBO report warned that failure to reach a deal could push the U.S. unemployment rate up to 9.1 percent, the highest since July 1991. It is currently 7.9 percent.

Obama and the Republican leadership of the House of Representatives have signaled a more conciliatory tone since last week's election, when Obama soundly defeated Republican challenger Mitt Romney, whose party retained a majority in the House.

Wilbur Ross, an investor known for taking stakes in distressed companies, is bracing for higher tax rates in 2013.

"We, like many people, have been trying to utilize gains this year. It does seem that the probability is that rates will go up," Ross said in an interview with Reuters Insider. "We don't have a "for sale" sign on anything. But we are mindful that there is a benefit to concluding things this year rather than next.

NO SIGNS OF PANIC

Concerns about the cliff have not prompted customers to cancel orders, though they have added to an overall level of uneasiness that has companies wary of making large capital purchases or hiring significant numbers of new workers.

"We haven't seen the panicking, like, 'I'm not going to order something because of the fiscal cliff,'" said Steve Shawley, chief financial officer of heating and cooling systems maker Ingersoll Rand Plc . "Customers are being very judicious with their orders."

Likewise, JPMorgan Chase & Co CEO Jamie Dimon last month told investors he did not expect the negotiations to hurt lending in the fourth quarter.

"The fiscal cliff isn't going to change us," Dimon said, referring to JPMorgan's commercial bank, which loans money to businesses. The bank's investment banking side could be more vulnerable if the debate makes investors jittery, he allowed.

WEAPONS, MEDICINES IN THE CROSS-HAIRS

The defense and healthcare sectors are the most vulnerable to the fiscal cliff, as they face the threat of sequestration -- automatic, across-the-board cuts to their funding.

Markers of weapons systems note that they have long been preparing for declining sales as the United States winds down two long warns in Iraq and Afghanistan. The industry has already shed tens of thousands of jobs and closed facilities.

Lockheed Martin Corp's new president and chief operating officer, Marillyn Hewson, told analysts on Monday her company had been preparing for tighter defense budgets for years, even before the sequestration deal.

"We aren't going to see a major change," said Hewson. "We've been very proactive as a leadership team in taking actions in recent years to address our cost structure, to look at how we can make our product more affordable."

Automatic cuts to the federal budget could reduce federal health spending by $21.5 billion in 2013, potentially affecting everything from Medicare to the Food and Drug Administration, according to an analysis by PwC's Health Research Institute.

Vincent Forlenza, the CEO of Beckton Dickinson & Co , said the labs he supplies have held off on buying new instruments because of the threat of spending cuts.

"If we don't get to a deal we will have another year of paralysis and putting off research," Forlenza said. "The impact of uncertainty on the (National Institutes of Health) budget is causing our research customers to put off research."

Raritania: Of Genre Fiction and Literary Fiction

One of the debates currently roiling the section of the blogosphere devoted to science fiction is the one regarding the relative standing of genre and literary fiction - a now-ancient argument into which Arthur Krystal's essay in the New Yorker back in May, and a follow-up this past month, have breathed new life.

Krystal's position is the traditional one, that literary fiction is superior to genre fiction; the former art, the latter easy entertainment. In the later piece he concedes that the term genre should not be regarded as an epithet, that hybridization of literary fiction and genre fiction does happen, and that quality "comes in different forms" (there being well-written genre fiction and badly written literature) - but without altering the existence of the divide.

This rather unoriginal distinction also strikes me as unsatisfying, not least because of what these two labels happen to entail.

As I see it a genre is a body of fiction unified by a certain commonality of tropes and concerns. As a genre develops a canon of classic and founding works accumulates, and a sense of tradition develops among both the writers and their audience, the self-awareness of which is reflected in dedicated writers and fan organizations, and specialized publishers connecting the two.

The term literature is essentially an honorific applied to certain especially worthy works of fiction. The most basic criteria are a work's standing out in some way, its innovating significantly, or providing something aesthetically or intellectually or dramatically richer than the "trite-and-true" as Arthur Krystal puts it.

The two definitions do not seem to me mutually exclusive. There is no good reason why a work cannot be "genre," and at the same time, a piece of literature. Perhaps the most obvious reason why this is not more widely appreciated is the simplistic equation of genre with formula in the minds of many critics. It is, of course, indisputable that genres do have formulas - but not all genre work is formulaic. Certainly those founding works which create the formula cannot be looked at that way. (Can one seriously speak of, for instance, Dashiell Hammett's Red Harvest as a mere formula novel, any more than they would Jane Austen's Pride and Prejudice - a work massively imitated for two centuries?) Every genre also includes works which do not lend themselves to transformation into a formula. (The Spy Who Came in From the Cold, for instance, is a classic spy novel that has not spawned legions of imitators, for reasons which should be immediately obvious to anyone familiar with it.) Equally, it is not the case that a work's using certain well-established tropes, or working within a popular tradition, necessarily rules out its rising above the "trite-and-true" to offer the sense of "felt life" by which Krystal sets so much store. (M. John Harrison's The Centauri Device, for instance, deals brilliantly with concerns hardly specific to the space opera - just as Shakespeare's Hamlet is a revenge tragedy of the sort that was such a pop theater entertainment in its day, and at the same time much, much more.)

A second, reinforcing explanation is the existence of conflicting ideas about what makes a book worthwhile enough to be considered literature - with the uncertainty most directly affecting recent works, given the absence of received opinion, the uncertainty about what will manage to endure. Inseparable from this is a certain amount of snobbery. Certain kinds of accomplishment, certain techniques, certain themes are celebrated, and others denigrated. The tendency in recent decades has been to reward authors who favor character over plot or idea; who are conspicuously stylish rather than merely skillful, and opt for narrative modes which present stories in ambiguous, subjectivity-emphasizing ways, over clarity-focused straightforwardness; who engage with matters of epistemological uncertainty and identity over concern with the material dimensions of life.

It needs hardly be repeated here that the results of these attitudes have been unfavorable to science fiction, even in comparison with other popular genres - unsurprisingly given that it is a fiction of ideas which has emphasized the presentation of exotic content over the exotic presentation of the mundane. I have at times wondered if the disregard has not brought science fiction advantages as well as disadvantages (there are costs to being too "respectable"), but there is no doubt in my mind that contemporary literature has been the poorer for it.

True or False? Pay Attention to Structure to Tell if a Story is Made Up

Psychologists and psychotherapists have long relied on the power of narrative storytelling to help their patients make sense of their world. In fact, it's been said that we are our narratives. For evidence that this may be true, pay attention to how people shape their stories about themselves. As it turns out, there is a big difference between the way we narrate events that have really happened to us and those we've invented.

It would seem reasonable to assume that memories, like stories, have a beginning, a middle, and an end. But reason doesn't have much of a role in guiding memory. Avinoam Sapir is a former Israeli police officer, a lie- detection expert, and the developer of Scientific Content Analysis (SCAN), a technique designed to interpret deception in written statements. Sapir notes that true stories drawn from real memories aren't typically narrated in chronological order; that's not the way the brain organizes them. The more dramatic the story, the less chronologic its structure. Why? Because our emotions guide our memories. The more powerfully we experience an event, the more likely we are to make it the first thing we talk about, filling in the less emotionally fraught details later.

That's not to say that any story that doesn't start with high drama is a fabrication. But truthful stories?though they may not be told in chronological order?will still contain three distinct stages: a prologue, a main event section, and an epilogue.

The Prologue

Whether it contains details from the beginning or the end of the story, the prologue sets the scene for the main event. This part of the story is usually light on detail when someone is telling the truth. It should only take up about one?third, or less, of the total time it takes to tell the whole story. In a lie, however, the prologue might be quite detailed. This is often where the liar's story contains a lot of truthful elements, such as time and place. The liar feels comfortable in this relative safety zone?after all, he's not lying yet. He will spend as much time as possible here.

The Main Section

The main event section that follows in a truthful story is normally the longest part, since it's the whole point of telling the story, and is where most of the action lies. In a false narrative, the main event section is often glossed over. An unusually short main event section should give a liespotter pause. It's the part of the story that answers the question, "What happened?" Under truthful circumstances, therefore, it should be the focus of someone's account.

The Epilogue

Last, an honest storyteller will usually provide an epilogue. While it's unlikely to be the most dramatic part of his account, the epilogue can be very emotional?possibly even more emotion-laden than the main story. Often, when we experience frightening or surprising events, we're so caught up in what's happening to us that we don't have time to pro cess how we feel about them. It's only later, once a perceived threat has passed, that we'll calm down enough to be able to acknowledge the emotions that have been triggered.

Therefore, those emotions are likely to crop up as we describe the aftereffects of the main event. Ninety percent of the time, a liar's story will not include an epilogue; he'll simply conclude with the main event. An epilogue would require him to fabricate the way the event affected him. But of course it didn't affect him at all, because it never really happened?or at least it didn't happen the way he says it did. Liars will do their best to avoid lying unnecessarily, so once they think they have said what needs to be said, they'll stop talking. True stories are often jumbled and filled with irrelevant as well as sensory details. Deceptive stories are often logical and streamlined, yet lacking in vivid sensory descriptions.

Petraeus, star on battlefield, felled at CIA by affair

WASHINGTON (Reuters) - David Petraeus was a star on the battlefield, commanding the Iraq and Afghanistan wars, but was undone by "poor judgment" in engaging in an extramarital affair that led to his downfall as CIA director.

Just two days after his 60th birthday, Petraeus stepped down from the spy agency where he had held the top office since September 6, 2011.

"After being married for over 37 years, I showed extremely poor judgment by engaging in an extramarital affair. Such behavior is unacceptable, both as a husband and as the leader of an organization such as ours. This afternoon, the President graciously accepted my resignation," Petraeus told the shadow warriors he commanded at CIA.

It was a stunning downfall for a revered military man who was seen as one of the top American leaders of his generation and was once considered a potential contender for the White House.

Petraeus was credited with pulling Iraq from the brink of all-out civil war and for battlefield successes in Afghanistan after overseeing a surge of 30,000 troops ordered by President Barack Obama in late 2009. He became known for counter-insurgency strategies that were seen as gaining ground against the Taliban in Afghanistan.

"I don't think he was professionally overrated. His were genuine accomplishments," said James Carafano, a war historian with the conservative Heritage Foundation think tank.

At the time of his nomination to the CIA post, some Washington insiders had said the White House wanted to find a prominent position for Petraeus to ensure he would not be recruited by Republicans as a challenger to the 2012 Obama-Biden ticket.

When he was nominated to lead the CIA there were some concerns in intelligence circles that the high-profile four-star Army general might not be able to lead from the shadows as appropriate for a spy chief.

But once he took over the head office at the U.S. spy agency, Petraeus kept a decidedly low public profile.

Senate Intelligence Committee Chairman Dianne Feinstein, a Democrat, expressed regret about the resignation of "one of America's best and brightest" and said it was an "enormous loss" for the country.

"At CIA, Director Petraeus gave the agency leadership, stature, prestige and credibility both at home and abroad. On a personal level, I found his command of intelligence issues second to none," she said.

RESIGNATION ACCEPTED

After accepting his resignation about a year-and-a-half after nominating Petraeus to the CIA post, Obama said: "By any measure, he was one of the outstanding General officers of his generation, helping our military adapt to new challenges, and leading our men and women in uniform through a remarkable period of service in Iraq and Afghanistan, where he helped our nation put those wars on a path to a responsible end."

Earlier this week, in a Newsweek article entitled "General David Petraeus's Rules for Living," he listed 12 lessons for leadership. Number 5 was: "We all will make mistakes. In 2010 Petraeus stepped into the breach as the new commander of U.S. forces in Afghanistan to replace General Stanley McChrystal who was fired by Obama in a scandal over an article in which McChrystal and his aides made mocking comments about the president and some of his top advisers.

In 2009 Petraeus was diagnosed with early-stage prostate cancer and underwent radiation treatment. The media-friendly general joked at that time at a Washington event that reporters were only gathered "to see if the guy is still alive."

Petraeus, born in Cornwall, New York, lives in Virginia with his wife Holly. They have two grown children, a son who was an Army Ranger who served in Afghanistan, and a daughter.

Petraeus's wife, Holly, is an activist and volunteer who champions military families, and she continued that work after her husband retired from the military and moved to the CIA.

She currently is assistant director of the office of servicemember affairs at the Consumer Financial Protection Bureau, where she tries to keep unscrupulous lenders from taking advantage of military personnel. The bureau was championed by Harvard law professor Elizabeth Warren, who was elected to the Senate from Massachusetts this week.

Holly Petraeus is the daughter of four-star General William Knowlton, who was superintendent of the U.S. Military Academy at West Point when Petraeus was a cadet.

She briefed the press at the Pentagon on her efforts recently and was introduced by Defense Secretary Leon Panetta, who called her "a true friend of the Department of Defense and a dedicated member of our military family."

Petraeus has four Defense Distinguished Service Medal awards, three Distinguished Service Medal awards, the Bronze Star Medal for valor, and the State Department Distinguished Service Award.

He has a doctorate in international relations from Princeton University.

Dramatic Drop In Teen Pregnancy Really a Technology Tipping ...

By now many Americans have read the basics: 9000 St. Louis women are offered their choice of contraceptives for free. Two years later, the teen pregnancy rate is at 6 per 1000 instead of the country average of 34. The abortion rate is 4.4 to 7.5 per 1000, less than half the rate of other St. Louis women. The researchers?whooping like miners who have just struck the public health mother lode?go national with their story.

But the real story is even bigger. What got triggered when 9000 women were offered free birth control was a technology shift in a microcosm. When presented with comprehensive information and a buffet of no-cost options, a majority of the study?s participants, almost 75%, shifted from 1960?s contraceptive technologies to state-of-the-art long acting reversible contraceptives known in the industry as LARCs. And they liked them!

It was a perfect example of how private philanthropy combined with government action can seed a market for new technologies that benefit the public at large. The benefits accrue both to taxpayers, who see their joint investment produce dividends in public wellbeing, and to risk-taking innovative businesses that serve the public interest.

The most widely used contraceptive in the U.S. is the Pill, released almost half a century ago and refined in intervening years to reduce the hormone load and side effects. The Pill has been a game changer, but it is far from perfect, especially from a human factors standpoint. Very few human beings are able to take a daily medication with perfect consistency, and that fact alone largely accounts for an annual pregnancy rate of 1 in 12 for women on the Pill. (For couples using condoms, the rate is 1 in 8. With no contraception it is over 8 in 10.)

The limitations of the Pill were recognized almost immediately, but early stage contraceptive research is a risky, low-return endeavor, not very interesting to most pharmaceutical companies that have stockholders to please. The gap was filled by, among others, the Population Council, a global not-for-profit that channels money into research around reproductive health technologies and programs. (Their latest contraceptive technology, now in clinical trials, is a ring that lasts a year and also protects against HIV.) In the 1970?s, the Pop Council pioneered two IUD?s, one copper and one hormonal, which they then licensed to pharmaceutical companies. These two went on to become the Paragard and Mirena, the only two IUD?s currently available on the U.S. market. In the 1980?s they developed the first widely adopted implant, now sold internationally (but not in the U.S.) as Jadelle.

In the real world, long acting reversible contraceptives have 1/10 to 1/50^th the failure rate of Pills, and they are cheaper in the long run. But the upfront cost is substantial, as much as $1000 for the device and insertion. The result is that women who are living month to month often choose old technologies and then pay the price, and even middle class women with health insurance may balk at the lump sum. Taking the money out of the equation changes the bottom line.

America?s high rates of teen pregnancy and unintended pregnancy (and consequent abortion) have been attributed to a number of factors: Puritan sexual sensibilities that interfere with candid conversations about sexuality; a ?virginity myth? that inclines teens to prefer impulsive, unsafe sex over ?premeditated? sex; a wobbly ladder of opportunity combined with welfare incentives that make it more enticing for some young women to get pregnant than to pursue financial independence. All of these may be real, but it is striking that a simple shift in access to better technologies trumps them all, producing a teen pregnancy rate on par with that in Europe?s most thriving social democracies.

Why?

1. Traditional contraceptives have a big gap between ?perfect use? and ?real world.? Short acting hormonal methods like pills and patches, and barrier methods like diaphragms and condoms all have major gaps between how well they work under ?perfect use? or laboratory conditions, and how well they work in the real world. For timing methods like Natural Family Planning, withdrawal, and abstinence the gap can be enormous, because they require a level of knowledge, self-awareness, control and communication that is beyond most people. By contrast, with a LARC, what you see is what you get. Once a LARC is in place, it works in the real world just like it works in the research.
2. LARCS are better at blocking pregnancy.? If you keep in mind that 85 women out of 100 will get pregnant in a year of unprotected sex, the contraceptive effect of the Pill is dramatic. In a perfect world where pill-taking never got disrupted by bounced checks, marital disputes or forgetfulness only two women out of every hundred would get pregnant on the Pill. Not bad, unless you?re one of the two. Even so a well settled LARC leads to far fewer. It?s anywhere from 2/800 (copper IUD) to somewhere around 2/4000 (implant).
3. Fewer side effects means higher continuation.? In the St. Louis study, 85 percent of the women who chose a LARC were still using it a year later, compared with about half of those who had chosen a short acting method like the Pill or ring or patch. Part of the difference may be the hassle factor, but also short acting methods like the Pill or ring or patch require a larger dose of hormone than an IUD. No contraceptive works the same for everyone, but on average a lower dose means fewer side effects. And fewer side effects means women are less likely to go through risky gaps when they are changing methods.
4. LARCs toggle the fertility default. Imagine if the light switches in your house all turned themselves back on after a certain amount of time whether you wanted them on or not. That?s how fertility works. It turns on at adolescence and stays on for the next forty years whether a woman wants it on or not. During that time she may want to have one child or four or none. The rest of those forty years, some 400 reproductive cycles, she has to either switch it back off or avoid having a fertile egg come in contact with sperm. The Pill requires her to flip the switch off every day. A LARC means she can hit it as infrequently as once every twelve years ?and still flip it back on when she wants to have a child. In recent years, behavioral scientists have learned quite a bit about default effects?how much human behavior is driven, not by choice but by indecision or inattention or inconvenience or inertia or impulse. LARCs take these factors out of the equation for long periods of time, making pregnancy an active and more often mutual decision.

It all adds up to a technology leap that is huge, especially for people who are already up against the hard edges of life: teenage girls who haven?t quite figured out what they want for themselves, or how to say no; families that are struggling to make ends meet; fundamentalist women for whom either another baby or an abortion would feel like a nightmare; tired moms who just want to relax about sex, confident that intimacy won?t mean another 6000 diapers.

As an American, two of my cherished values are freedom and opportunity. As a woman, the ability to manage my fertility is fundamental to both, and I want that same ability for my two daughters and the other young women in my life. That?s why the St. Louis ?Obamacare Simulation? is such an exciting example of how philanthropy, government, and private enterprise can team up to trigger the technology tipping points that create my dream future. ?Philanthropists had seeded socially beneficial technologies. Corporations were eager to distribute them and reap a profit. And yet, without a publically funded program that lowered barriers, most women would have gone on using old technology at best. (Only five percent of contracepting women in the U.S. use some kind of LARC. Contrast that to over 25 percent in Norway.) Enter the third member of the team, government, and the equation changes. Radically.

Sometimes when I think about the Pill, I think about my old Apple IIc. It changed the way I operated, but I?m really, really glad people kept innovating. ?I?m glad that dreamers drove forward ideas that otherwise would have languished. I?m glad that government invested some of our pooled resources in building and regulating the internet. I?m glad that philanthropy and government made information technology available in public universities, schools, and community centers. I?m glad that the power of the market brought information to my fingertips. ?Technology change takes a village.

I don't expect this to get a lot of attention, as I've had terrible luck with Interest Checks in the past. Here goes nothing.

As you could guess, this circles around a particular anti-hero created by the awesome mind of Todd McFarlane, the ever bad-ass:

I was tossing this idea back and fourth for a while now, seeing as I've been thinking of a biblical rp. After re-watching the HBO animated series, I finally found what I wanted to rp about. I'm also curious how many fans are here on RPGateway, and if there would actually be any interest about such a story. I do have one issue that I need help with, but the rest of the story is all set. I just can't decide if this should be about good ol' Al Simmons or the newer face in the limelight, Jim Downing. If anyone here is familiar with the Jim Downing era of Spawn, please contact me as I am really not familiar with him as the new Spawn.

But I suppose I should give a taste of the story, shouldn't I? It focuses around our main man, Spawn, who upon his own initiative dove into Hell itself and stole something of such great value to it's denizens, that all of the flaming pit has been writhing and reeling in total anarchy over it's absence. Hell's desire to have this item back is so great, that they would bring about a new Armageddon in their efforts to reclaim it. Soul's of men who've made deals with the demon lord Malbogia have begun returning to Earth, some by being released during the turmoil, others by grand design. All lost, all confused. Regardless, Hell had one order for them: Retrieve that which was stolen, and kill Spawn. However, whether or not you follow those orders is up to you, the consequences will be paid either way.

Green Throttle Wants To Replace Home Consoles With ...

Mobile gaming has come a long way since the days of Snake on Nokia phones. In fact, the recently crowd-funded OUYA aims to bring Android-based games into the living room, but Guitar Hero vet Charles Huang and a new start-up, Green Throttle, a raise an interesting question: Why buy another gaming console when you already have one in your pocket?

Green Throttle would act as virtual console on your Android smartphone or tablet. Not only will you be able to play games on your touchscreen device as usual, but the service will also allow you to hook your device to the TV, sync up some Atlas Controllers and get your game on with a makeshift home console.

Unlike some peripheral creators, Green Throttle is already developing their own games for the system. On top of that, they already seem to have a bit of third-party support and have already released a free SDK to attract more developers. Although quantities are limited, developers also have the opportunity to purchase hardware development kits, which include controllers.

Though details on a consumer release are still pretty slim, Green Throttle says we can expect more info regarding this ?in the near future.? In the meantime, check out the video below and let us know what you think of Green Throttle's idea in the comments!

Mortar fire from Syria lands in Israeli-held Golan

JERUSALEM (AP) ? Israel's military says three mortar rounds fired from Syria have landed inside the Israeli-held Golan Heights.

It's the third time in less than a week that Syria's civil war has spilled over into the Golan.

No injuries were reported from the mortar fire on Thursday. One round fell on a communal farm.

Security officials think the fire from Syria has been inadvertent.

On Monday, a bullet fired from Syria struck an Israeli military jeep on the Golan, a territory Israel captured from Syria in the 1967 Mideast war.

On Saturday, three Syrian tanks entered a demilitarized zone on the Golan.

Other Syrian shells, apparently fired inaccurately, have exploded inside the Golan since fighting broke out in Syria in March 2011.

Climate science: Trends in use of words in scientific studies may impact public perceptions

ScienceDaily (Nov. 7, 2012) ? Professor Alexander Bentley and colleagues found that words commonly used by scientists when discussing climate science -- such as 'biodiversity', 'global', and 'isotopes' -- follow fashion cycles in public usage as the usage of such words by scientists diffuses into use by non-scientists. According to the authors, this effect may contribute to the impact of climate research on societal perceptions.

The researchers used Google's 'Ngram' database, which at present scans through over five million books published in seven languages since the 1500s, to represent public discourse (not scientific discourse) concerning climate science. Since the database was only unveiled a couple years ago, this research is among the very first studies of its kind.

They found that, while there is a continual output of climate science, there are pronounced fashion waves in public usage of the main keywords associated with this science. These waves vary in length, but the median duration is about a human generation (2-3 decades).

These fashion waves can be modelled in a very straightforward manner, so they ought to be predictable in some sense. Thus, a simple model of word-usage trends could be used to inform efforts for better communication, the researchers argue. Recognizing which words are spread by diffusion, along with the ideas they represent, could help campaigns improve social learning, rather than simply expecting an audience to adopt a message because it is scientifically sound.

Professor Bentley said: "Since the impact of climate science is so inherently linked to public acceptance -- or denial -- of the evidence for climate change, we suggest that our study provides a crucial first step toward gauging public response over the long term.

"Ideally, the methods we present -- applied to new sources of 'big data' like Google Ngrams -- can be used to prepare for changes in public opinion over the generations on matters of global importance."

Army general pulled rank, forced sex: prosecutors

FORT BRAGG, North Carolina (Reuters) - An Army general used his superior rank to force subordinates into improper sexual relations, military prosecutors said on Monday at a hearing to determine if he should face a court-martial.

Brigadier General Jeffrey Sinclair, a 27-year Army veteran based at Fort Bragg, is accused of 26 violations of military law including forcible sodomy, wrongful sexual conduct, possessing pornography while deployed and conduct unbecoming of an officer.

The charges stem from inappropriate behavior toward four female subordinates and a civilian over the last five years, Army prosecutors said, revealing new details about charges brought against Sinclair in September.

Prosecutors said the alleged sexual contacts took place in Afghanistan, Iraq and Germany, as well as at military bases in the United States. Sinclair was sent home in May from Afghanistan, where he had served as a deputy commander for support, officials said.

Major General James Huggins testified on Monday that one of the women, a captain who Sinclair had requested be assigned to his unit in Afghanistan, tearfully reported having a three-year affair with him..

The woman said in March she had looked at Sinclair's emails and found exchanges with other women, Huggins testified. She also reported that Sinclair had forcibly sodomized her after grabbing her by the neck, and threatened her career if she backed out of the relationship, he said.

"She wanted out," said Huggins, one of Sinclair's superiors. "She said she had tried, but Sinclair persisted."

Huggins said Sinclair admitted to showing "poor judgment" in a limited number of encounters with the woman.

THREATS

Prosecutors also accused Sinclair of threatening to kill one subordinate, or her family, if she revealed having an affair with him.

They said he asked women to send him nude photos and berated female subordinates on several occasions.

Sinclair is accused of claiming more than $4,000 worth of charges for personal travel as military business, and of deleting emails during the investigation, prosecutors said. Defense attorneys suggested the personal trips may have included Army business.

When asked by hearing officer Major General Perry Wiggins if he would make a statement regarding the charges, Sinclair said "No, sir." His defense team declined to comment.

The hearing proceeded despite an attempt by defense attorneys to have the case dismissed or government prosecutors removed over concerns that they had improper access to confidential emails between Sinclair, his attorneys and his wife.

"How does he get a fair trial if you have access to his personal communications with his attorney?" said Sinclair's defense lawyer, Lieutenant Colonel Jackie Thompson.

Leona Mansapit, a criminal investigations special agent, testified that she reviewed emails between Sinclair and his wife and attorney, and that military prosecutors had seen at least one of those emails.

Mansapit said she did not appoint an independent researcher to review Sinclair's emails as required because she lacked the resources to do so.

Wiggins briefly postponed the proceedings while the emails were reviewed by a legal adviser, but ultimately decided to hear evidence as planned.

Wiggins will recommend whether Sinclair should stand trial on any of the charges. Dozens more witnesses are expected to give testimony at the hearing this week.

Democrats Sue to Extend Early Voting in Florida

TALLAHASSEE | Florida's early-voting period, which was shortened from two weeks to eight days last year by the Republican-led Legislature, came to a controversial conclusion during the weekend.

On Sunday, the Florida Democratic Party filed a lawsuit in federal court in Miami, urging the court to order extended early-voting times in Miami-Dade, Broward and Palm Beach counties ? three counties with roughly a third of the state's Democrats.

"The extraordinarily long lines deterred or prevented voters from waiting to vote," the lawsuit said. "Some voters left the polling sites upon learning of the expected wait, and others refused to line up altogether. These long lines and extreme delays unduly and unjustifiably burdened the right to vote."

There is no indication how the court will handle the lawsuit and whether it will act before Election Day.

Five counties ? Miami-Dade, Palm Beach, Orange, Hillsborough and Pinellas ? responded on their own by allowing voters to come to the local supervisor of elections' office on Sunday to cast an in-person absentee ballot, which is a procedure that can be done in any local elections office during normal business hours until the polls close on Tuesday.

In a separate action, a judge in Orange County extended early-voting Sunday at a Winter Park site that had been closed Saturday because of a suspicious package.

Democrats and groups aligned with them had urged Gov. Rick Scott to extend the early-voting period after witnessing long lines and waiting times of up to six hours in some of the state's largest counties. Scott rejected that plea.

The early-voting period is critical to the Democrats because the latest data shows they are not likely to duplicate the advantage they had in early voting in the 2008 presidential race, in which Barack Obama carried the state by a 2.8 percent margin.

Based on an analysis of the 2008 race in Florida by Associate Professor Michael McDonald of George Mason University, the Democrats had more than a 363,000-vote margin in the 4.3 million early or absentee ballots that were cast. It represented 45.6 percent of the pre-Election Day vote to the Republicans' 37.3 percent. And much of the Democrats' advantage came from the two-week early voting period rather than the absentees, where the GOP was stronger.

Other analyses put the Democrats' margin at closer to 280,000 votes in 2008.

But, in either case, based on the latest total of 4.42 million early and absentee votes, the Democrats are heading into Tuesday's election with roughly a 160,000-vote advantage. It represents a 42.7 percent margin to the GOP's 39 percent of those votes.

The impact of the shortened early-voting period is also apparent in the latest numbers. Early voting is down from 2008 ? from 2.6 million votes to 2.4 million. Absentees are up from 2008 ? at least 2 million to the 1.74 million cast in the previous presidential race.

Early voting locations in Polk County were jammed Saturday, with two-hour waits at some of the eight locations.

Another 60,836 Polk voters have returned absentee ballots ? 26,684 Republicans, 24,954 Democrats and 9,198 others.

Nearly 76,000 Polk voters have requested absentee ballots. To be counted ballots must be returned to the elections office in Bartow by 7 p.m. Tuesday.)

Nevertheless, the total of votes cast indicate that more than half of the Floridians who will vote in this year's presidential race will have done so before Election Day.
